Cigna-HealthSpring, a Cigna company (NYSE:CI) and leading Medicare and Medicaid plan provider, announced the appointment of Kwame Foucher, M.D., M.B.A. as senior medical director at Cigna-HealthSpring of Illinois.
In his role, Foucher will direct medical policy, establish and refine clinical standards, support physician relationships and oversee medical research to ensure Cigna-HealthSpring continues to deliver high quality medical care to the senior population in Greater Chicago.
“Dr. Foucher is an accomplished physician leader who has devoted his career to ensuring medically underserved people in the community have access to the high quality medical care they need,” said Matt Collins, chief operating officer for Cigna-HealthSpring in Illinois. “As physician liaison to both the community and to health care professionals, he will work to maintain the success of our medical management program and coordinate medical policy, peer review and quality management. I know Dr. Foucher will be an invaluable asset in helping Cigna-HealthSpring deliver better outcomes, improved affordability and unparalleled customer satisfaction.”
Dr. Foucher’s experience with caring for the underserved comes at the right time as Cigna-HealthSpring is preparing to provide managed care services beginning March 1, 2014 to dual-eligible beneficiaries in Greater Chicago as part of its three-year contract with the Illinois Department of Healthcare and Family Services. The Illinois Medicare-Medicaid Alignment Initiative (MMAI) centers on integrating Medicare and Medicaid benefits and services to create a unified, easy-to-navigate health care system for the dual-eligible population.
In addition, Cigna-HealthSpring will participate in the state’s Integrated Care Program (ICP), a program for older adults and adults with disabilities who are eligible for Medicaid but not eligible for Medicare.

Foucher graduated from Morehouse College with a Bachelor of Science and subsequently graduated from the UCLA School of Medicine and the UCLA Anderson graduate school of management with both a Medical Doctor and a Master in Business Administration degree, concurrently. He went on to complete his residency at the University of Illinois in Chicago through Advocate Christ Medical Center. Board certified in Family Medicine, Foucher is a member of the American Academy of Family Physicians and also sits on the governmental relations committee of the Illinois Academy of Family Physicians.
